(VEN) – The Prime Minister (PM) has requested the Southeastern region to implement six solutions to continue leveraging its advantages, potentials, and deserving to be a driving force of the national economy.
In early May, PM Pham Minh Chinh, Chairman of the Coordinating Council for the Southeastern Region, chaired the third conference of the Council, promoting the implementation of the master plan for the Southeastern region for the 2021-2030 period, with a vision to 2050.
Conference participants discussed the Ho Chi Minh City (HCMC) People’s Committee’s report proposing policies and mechanisms for implementing the HCMC Belt Road 4 project, as well as the progress of the HCMC – Moc Bai Expressway project. The Ministry of Transport presented a report on transportation connectivity in the Southeastern region, the HCMC Belt Road 4, and the Chon Thanh – Gia Nghia Expressway.

Major tasks and solutions
The PM indicated specific tasks and key solutions, primarily assigning the Ministry of Planning and Investment to coordinate with relevant agencies to work out a plan for implementing the regional master plan.
Secondly, there will be a focus on restructuring economic sectors, prioritizing the development of industries and sectors with strengths, promoting in-depth industrial development, and developing high-value-added service sectors, such as e-commerce, regional logistics centers, the Can Gio International Transshipment Port, and the establishment of an international financial center in HCMC.
Thirdly, priority will be given to investment in dynamic and impactful projects that directly contribute to socioeconomic development. These projects should have international and inter-regional connectivity, as well as a focus on maritime development. In addition to ongoing transportation infrastructure projects, such as Chon Thanh – Gia NghiaExpressway and HCMC – Thu Dau Mot – Chon Thanh Expressway, investments will also be directed towards railway and waterway infrastructure projects.
Fourthly, there will be a focus on human resources training and development, particularly in the fields of semiconductor industry, scientific research and technology application. Emphasis will be placed on the development of culture, society and human resources, aiming to improve the quality of life and create a healthy living environment for the people.
Fifthly, there will be a strong emphasis on administrative reform and improving the investment and business environment. Efforts will be made to promote investment and prepare for key projects to attract investors, especially strategic investors.
Sixthly, regional coordinating activities will be intensified along with the implementation of specific mechanisms and policies outlined in Resolution 98/2023/QH15 of the National Assembly, Resolution 106/2023/QH15 of the National Assembly, and other mechanisms and policies issued by the central government. Efforts will be made to foster socioeconomic infrastructure development, integrate urban and supply chains, logistics, and high-quality services.

PM’s guidelines
The PM requested ministries, agencies, localities and organizations to implement breakthrough tasks and solutions in order to execute the master plan and resolutions issued by the Party Central Committee, the National Assembly, and the Government.
The PM assigned Deputy Prime Minister Le Minh Khai to continue directing the implementation of major inter-sectoral tasks during the process of establishing regional and international financial centers in HCMC.
Regarding the Can Gio International Transshipment Port project, the PM assigned Deputy Prime Minister Tran Hong Ha to directly oversee the implementation process, while the Ministry of Transport is tasked with completing procedures for including the port in the plan for seaport development within 10 days.
Regarding the Ho Chi Minh City-Moc Bai Expressway project, it is required to complete the feasibility study report to ensure that the project meets necessary conditions for the PM to make a decision on project orientation. The deadline for completion is before May 15.
Concerning the Gia Nghia (Dak Nong) – Chon Thanh (Binh Phuoc) Expressway project, the Government has submitted a proposal to the National Assembly regarding the feasibility study report. The PM has assigned the Minister of Transport and the Minister of Planning and Investment to coordinate with relevant agencies of the National Assembly during the review process and to present the project to the National Assembly during the seventh session of the 15th National Assembly.
Regarding the HCMC Belt Road 4 project, the PM assigned the HCMC People’s Committee to complete necessary reports and submit them to relevant authorities. The Ministry of Planning and Investment and the Ministry of Finance have been tasked with finding a balanced funding solution, including both central and local resources. They are also encouraged to explore public-private partnerships and consider issuing government bonds to finance the project.
The PM requested the completion of the Long Thanh Airport project by 2025 and the inauguration of Terminal 3 at Tan Son Nhat Airport on the occasion of April 30, 2025. Expressway projects will be accelerated, particularly the HCMC – Bien Hoa – Vung Tau route.
Deputy Prime Ministers, ministers, and local authorities have been assigned to implement effective measures for the Southeastern region to accelerate socioeconomic development in the new period.
